Affordability
Price is the best determinant of competition. Prices used here are always expressed as either a ratio or as part of a basket. Affordability has a direct link to levels of competition. If prices for a mobile voice basket are high in comparison to benchmarked countries, then the likelihood is that competition is not level. The Value for Money Index places a monetary value on bundled minutes, SMS and data from a OTT user perspective. Data is thus more valuable then voice or SMS. The index is the sum of all monetary values divided by the cost. The values for as follows:
Data MB = 1 US cent
Social Media MB = 0.5 US cent
Any Voice Minute = 0.1 US cent
On-net Voice Minute = 0.01 US cent
Any SMS = 0.1 US cent
On-net SMS = 0.01 US cent >
