Christoph is a telecommunication expert that specialises in applied, innovative solutions to connect everyone to the Internet and e-services. Dr. Stork designed and managed nationally representative Household ICT surveys across up to 18 African countries simultaneously for Research ICT Africa and developed innovate methodology to survey informal business in a way that delivers nationally insights.
He developed a regulatory portal that transforms data submitted by operators into actionable information and an ICT ecosystem benchmarking tool that allows an analyst to benchmark affordability, access, usage, infrastructure and competition against another country, or set of countries.
Dr Stork helped to transform the Namibian ICT sector. He was instrumental in the establishment of Namibia’s new regulatory authority, CRAN, resolved a termination rate dispute that lead to a 70% reduction in mobile termination rates over 18 months and developed a price cap regulation to remove club effects.
His innovative research methodologies and solutions have become a reference point for national governments, multilateral agencies and donor organisations.
Steve is an ICT ecosystem and regulatory expert with a focus on how to connect everyone to digital services. Steve has designed innovative business models for mobile application developers and mobile operators and helped regulators across Africa to determine Universal Access and Service gaps to guide infrastructure investment through GIS modelling.
The Universal Service and Access projects Steve managed or let resulted in millions of dollars in subsidies to areas that were perceived to be economically unviable. His employment record straddles academia (WITS university, South Africa), public sector (Independent Communications Authority of South Africa – ICASA) and the private sector (Intelecon Research and Research ICT Solutions).

Paul is an ICT lawyer and regulatory expert with a focus on data protection, cybercrime and forensics and consumer law. He has been involved in multi-jurisdictional studies on eCommerce and cybercrime and is the co-author of the leading data protection guide in South Africa.
Bringing over 20 years of experience in regulation and practical experience in the courts as well as a background as a web developer and legal advisor to a software company as well as having managed large data protection projects for blue chip companies, Paul brings his unique perspective to bear on all the projects he tackles
Prosper has been a Researcher at RIS since 2018. His primary responsibility is the quarterly price updates for all mobile and fixed products around the globe. When he's not tracking prices, he works on a variety of projects such as OTT taxation, community networks and universal access and service projects.

Andrew Dymond has more than thirty years’ experience in the telecoms industry internationally in developing countries and emerging markets. He is a senior project manager, a professional engineer in telecoms with an MSc degree in Development Economics.
Andy has had a career commitment to universal service policy and support of USFs and broadband development in more than sixteen countries in Africa and worldwide. He is recognised as a world expert and has led multiple USF program development and evaluation engagements. More recently, he has managed USF and broadband universal access projects in Saudi Arabia, Kenya, Tanzania and Uganda, as well as developing the Universal Service Framework for Ethiopia under the country’s new liberalisation status.
In Saudi Arabia, he advised the regulator on regulation to enable the acceleration of fixed broadband infrastructure (optical and advanced wireless). His knowledge is focused on policy, economic and cost-modeling, technology, market development and feasibility analysis, and he is skilled in program implementation and transactional support.
Mr Odufuwa is a trusted advisor and recognised consultant with over 25 years of proven multi-disciplinary skills and experience in consulting, research, and policy advisory in the field of Telecom Media Technology (TMT), digitalization, and financial advisory services across key markets in the developing world in service to numerous blue-chip corporations and multilateral organisations.
In 2001, Mr Odufuwa founded eShekels, an operational consulting and research boutique that deployed intensive field research and statistical analysis to produce a range of market intelligence reports for telecom demand, feasibility studies, impact assessments, surveys, and market trends. By 2006, Mr Odufuwa’s advisory expertise and relationships led to the origination and coordination of capital flows between private equity firms and targeted companies throughout Africa. Since that time, he has been working as an independent consultant for numerous corporations and international agencies including the Asian Development Bank, World Bank, and United Nations, among others.
Francisco Mabila holds a Master’s degree in Telecommunications Engineering from the Deutsche Post School of Engineering (Germany) and a Certificate in Telecommunication Policy, Regulation and Management, from the Witwatersrand University Graduate School of Public Management and Development. In 1992, he joined the Informatics Center of Eduardo Mondlane University (CIUEM) in Mozambique. In 1995, he was appointed Head of the Service Control Department, in 1998 Deputy Director and in 2007 he became Director and remained in charge until October 2017. He was part of the team of experts that, in 1998, was invited by the Government to develop the ICT Policy of Mozambique and its Implementation Strategy. At present, he is the Director of Information Systems Department and member of the Maputo City Council in Mozambique. Francisco is a native Portuguese speaker and is fluent in English.
